September 26-27, 2018, the VIII Annual Scientific Conference “Arbatov Readings” was held. This year it was called the “New Cold War: Lessons Learned”. The conference was held in plenary and breakout sessions, during which the speakers presented their views and gave an in-depth analysis of the causes and characteristics of the confrontational model in Russian-American relations by 2018, as well as US relations with other regions and regional powers of the world. They also expressed views on possible options for the development of the situation in the economic, foreign policy and military-political spheres.

The conference ended with a plenary session, which was held by Academician of the Russian Academy of Sciences Sergei Sergeyevich Rogov, scientific supervisor of ISCRAN, as well as summarizing the work of the sections presented by the section leaders – Ph.D. Viktor SUPYAN, Head of Research, Chief Researcher and Doctor of History Sergey Samuilov, Chief Researcher. The general results of the conference were summed up by the Director of ISCRAN GARBUZOV Valery Nikolaevich.

August 27-30, 2018 Deputy Director of ISCRAN, Doctor of Economics V.B. Supyan took part in the VI International Forum of Technological Development “Technoprom-2018” in Novosibirsk

August 27-30, 2018 Deputy Director of ISCRAN, Doctor of Economics V.B. Supyan took part in the VI International Forum of Technological Development “Technoprom-2018” in Novosibirsk. This year the Forum was called “Science as an industry”, which predetermined the conceptual content of various formats of its work – the interaction of science and industry, promoting technological leadership of the Russian economy through the development and accelerated introduction of high-tech “intelligent” technologies in traditional industries and industry development 4.0. The high significance of the holding of “Technoprom” noted the President of the Russian Federation V.V. Putin speaking at the plenary session “Science as an industry. Agenda 2024 “.
The forum was attended by 7,840 people from 19 countries, representatives of 2,882 Russian and foreign organizations.
V. B. Supyan, Deputy Director of ISCRAN, made a presentation “Science is a key factor in the development of the US economy in the 21st century” at the symposium “Science as a driver of change: fundamental, applied and educational”.

July 24-25, 2018, the Conference on Arms Control

July 24-25, 2018 The Institute of the USA and Canada of the Russian Academy of Sciences (ISKRAN) together with the D.P. A.M. Gorchakov, the Russian Peace Foundation and the Arms Control Association, with the support of the Carnegie Corporation, held a two-day Russian-American arms control conference.
When preparing the conference, the parties agreed not to discuss Russian-American relations in general, Ukraine, sanctions and “interference in elections”, but concentrate on a narrow agenda: the rules of competition in the military sphere. During the three meetings included in the agenda of the conference, the problems of preventing dangerous incidents involving the armed forces of Russia, the United States and NATO countries were discussed; keeping the INF Treaty in force, as well as extending the START III Treaty.
The conference participants discussed possible approaches to solving current problems in each of the aspects and their potential consequences for bilateral relations. During the conference the participants expressed their personal opinion. Discussion took place according to the rules of “Chatham House”, i.e. not for quoting.
The conference, in which more than 50 leading Russian and American experts took part, was chaired by the scientific leader of ISCRAN, Academician S.M. Rogov and former Deputy Secretary of State for Political Affairs, Ambassador T. Pickering.
On the Russian side, representatives of the expert community, experts in international relations, international security and arms control participated in the event. Drachevsky, V.N. Garbuzov, A.A. Dynkin, F.G. Voitolovsky, V.I. Trubnikov, A.A. Gromyko, B.F. Myasoedov, A.A. Kokoshin, A.V. Kortunov, P.S. Zolotarev, V.I. Esin, V.S. Kuznetsov, V.F. Lata et al.
The American delegation was represented by experts from 16 research centers and foundations, including former Deputy Secretary of State for Arms Control S. Redmaker and F. Rose, former presidential aides T. Graham, S. Wallander and J. Wolfsthal, former US military attache in RF K. Ryan, President of the Arms Control Association President D. Kimball, President of the Center for New American Security R. Fontain and others.
American participants also met with members of the State Duma (Chairman of the Committee on International Affairs L.E. Slutsky, Chairman of the Defense Committee VA Shamanov, Chairman of the Committee on Science and Education V.A. Nikonov, etc.) and the Federation Council (Chairman Committee on International Affairs KI Kosachev, VP Lukin, SI Kislyak, and others), as well as by officials of the Ministry of Foreign Affairs (AV Grushko and VI Ermakov).
Based on the results of the conference, an agreement was reached to continue the dialogue of experts.

15th Annual International Scientific Conference “Russian-Canadian Cooperation: From Economy to Culture”

ANNOUNCEMENT

On October 11-12, 2018, the 15th annual international scientific conference “Russian-Canadian cooperation: from economy to culture” will take place under the auspices of the Institute of the USA and Canada of the Russian Academy of Sciences and the Russian Society for the Study of Canada. The conference will be opened by the plenary session “Russia and Canada: the evolution of interaction”, and then will continue in two sections – “Russia and Canada: Politics, Economics, Business” and “Russian-Canadian Cooperation: Culture and Science”.

The conference will be held at the address: Moscow, Teterinsky Lane, 12, p. 5, conference hall of ISCRAN.

May 21-22, 2018 the delegation of ISKRAN took part in the conference “Dialogue of Fort-Ross” in Veliky Novgorod

May 21-22, 2018 in Veliky Novgorod hosted the annual Russian-American conference “Dialogue Fort-Ross”, whose name goes back to the historical settlement of Russian pioneers in the territory of present-day California. The main mission of the annual conference is to strengthen bilateral contacts between Russia and the United States in the cultural and educational spheres. The agenda of the conference has recently also included political topics: topical issues of Russian-American relations and their prospects. This year, a special emphasis was placed on the problem of cybersecurity.
The director of ISKRAN, Doctor of Historical Sciences took part in the work of the conference and made presentations. V.N. Garbuzov, scientific director of ISCRAN academician of the Russian Academy of Sciences S.M. Rogov, Deputy Director of ISKRAN Ph.D. V.B. Supyan, k.polit.n. P.A. Sharikov.

May 17-19, 2018, the delegation of ISKRAN took part in the First International Scientific Forum “Personality, Society and State in the History of the West and East” in Kazan

May 17-19, 2018 the delegation of ISKRAN visited the Kazan (Privolzhsky) Federal University, where took part in the work of the 1st International Scientific Forum “Personality, Society and State in the History of the West and East”. The organizers of the Forum were the Kazan (Privolzhsky) Federal University, the Institute of International Relations, History and Oriental Studies, the Institute of World History of the Russian Academy of Sciences, the Russian Historical Society, the Russian Society of Intellectual History (Kazan Branch). The large-scale event was attended by more than 150 people. Experts from the academic environment and staff of higher education institutions discussed the problems of universal history and the issues of the relationship between the individual, society and the state from ancient times to the present day.
In the work of the Forum, the Director of ISKRAN, Doctor of Science, took part and made presentations. V.N. Garbuzov, Deputy Director of ISKRAN Ph.D. V.B. Supyan, President of the Russian Society for the Study of Canada Ph.D. T.R. Kuzmina.
Within the framework of the Forum in the show room of the Higher School of Journalism and Media Communications of the Kazan Federal University an open discussion took place on the topic “Current state and prospects of Russian-American relations”.

May 11-12, 2018 Director of ISKRAN Doctor of History V.N. Garbuzov took part in the XXVI Russian-American seminar “210 years of Russian-American diplomatic relations” at the St. Petersburg State University.

On May 12-12, 2018, the XXVI Russian-American seminar “210 years of Russian-American diplomatic relations” was held at St. Petersburg State University. On his discussion platform, he united university and academic science, and its participants presented a wide geography.
During the seminar, topical international and regional problems of Russian-American relations in the political and economic spheres were discussed.
Director of ISKRAN D.Sc. V.N. Garbuzov spoke at the first plenary session of the seminar on the impact of complex modern domestic political processes in the political establishment of the United States on the foreign policy course of the administration of D. Trump. He also assessed the medium-term prospects for Russian-American relations.
